David has over 25 years’ experience in developing and delivering projects both inside and outside of Government. As the founder and Managing Director of his own company, Holden-Locke Public Affairs, since 2012, his work has taken him across the UK and Europe – with key clients including the Royal Bank of Scotland, Bauer Media Group, and Blenheim Palace.

He is a skilled speaker and seminar leader, having worked as a Lecturer in Public Affairs at the prestigious UCLan School of Business. He has also delivered training events for the British Royal Family, as well as the respective governments of Slovenia, North Macedonia, Hungary, and Portugal.
